Project Presentation

Cross-Border Cooperation for Emergency Preparedness

Across the cross-border region of Orom and Săcălaz, this project addresses a shared challenge that affects everyday life on both sides of the border: how to better prepare communities for emergencies, and how to strengthen cooperation between those who respond to them. The main idea is to improve disaster management skills, increase awareness among citizens, and support volunteer firefighter units with both knowledge and equipment so they can respond more effectively when needed.



Training and Capacity Building

A key part of the project is the training of 60 volunteer firefighters. These trainings, combined with local sessions and joint practical exercises, are designed to strengthen operational skills and improve cooperation between the units. The aim is to ensure that volunteers on both sides of the border can work in a more coordinated and efficient way when facing emergency situations.



Community Awareness and Prevention

At the same time, the project focuses strongly on prevention and awareness within the local population. In order to better prepare inhabitants, awareness raising campaigns will be organized for different target groups in both regions. Special attention is given to parents and mothers, through dedicated sessions held in different localities. These campaigns focus on everyday risks in the household, especially accidents involving infants and small children, and introduce the most effective first aid techniques that can be applied in such situations. The purpose is to strengthen basic life-saving knowledge within families and improve reaction in critical moments.



Education for Pupils

Preventive work also includes activities for pupils. Each partner will organize six awareness raising events for students, each lasting two hours. These sessions aim to help young people understand risks in their environment and develop a basic awareness of safety and prevention. With at least 25 pupils per event, the project ensures direct engagement with approximately 150 pupils on each side of the border, strengthening awareness at an early age.



Public Safety Days

A further important element of the project is the organization of Public Safety Days in two different localities on each side of the border. These events are designed to bring closer the activity of different uniformed units to the population. Through presentations and demonstration activities, citizens can better understand how these services operate, which also helps build trust and awareness. The events also include prevention exercises, with the aim of improving the preparedness of participating pupils and citizens in case of risk situations.



Cross-Border Cooperation Development

The project partners also aim to strengthen their cooperation in the field of risk prevention and disaster management. This cooperation is based on joint work between the volunteer firefighter units, with the goal of harmonizing their activities. The intention is to develop a coordinated approach that allows volunteers to better support professional units in case of disasters. In this process, the Lead Partner takes responsibility for coordinating the development of a joint prevention and intervention protocol between the participating volunteer firefighter units.



Equipment and Resources

Beyond training, education, and cooperation, the project also addresses the need for adequate resources. For this reason, investments will be made in safety equipment for the local volunteer firefighter unit. This includes fire engines, a quick intervention car, drone, electric breaker, generator, breathing apparatus, fire axe, and protective equipment for volunteers.



Experience and Knowledge Sharing

An important basis of this cooperation is the experience of the volunteer firefighter unit from Orom, which has been active for several years. It operates its own headquarters and has experience in organizing risk prevention presentations and activities, as well as knowledge in risk management. Through this cooperation, the skills and capacities of the Romanian partners will be further strengthened, contributing to more effective joint work.



Project Impact

By implementing the project in a cross-border context, the partners aim to strengthen cooperation, improve preparedness, and increase the overall safety of the population in the region of Orom and Săcălaz.

OPENING PRESS CONFERENCE - Orom

On 19 June 2025, the Culture House in Orom hosted the official opening press conference of the “Prevention and Disaster Management Across Borders” project, marking the formal start of this EU-funded initiative under the Interreg-IPA Romania–Serbia Programme.

The event was opened by Robert Fejstamer, Mayor of Kanjiža, and Dumitru Boboi, Mayor of Săcălaz, who welcomed attendees and highlighted the importance of strengthened cross-border cooperation in disaster prevention and management.

Media representatives attended the conference and conducted interviews with the project leaders, who introduced the main objectives and scope of the project. Partners from Serbia and Romania also presented the development of their cooperation, as well as the preparation phase of the project and planned activities on both sides.

Gábor Gábor, vice president of the Volunteer Firefighting Association Orom, presented the local organization, which has around 60 members aged between 6 and 65. He also highlighted key planned investments within the project, including the purchase of a fire truck, protective equipment, and a diesel generator.

The press conference officially launched the project and set the foundation for continued collaboration in improving cross-border emergency preparedness and response capabilities.
